I made a highway over my city so my cims can get to other parts of the city easier : r/CitiesSkylines

Is this a bug? Has it always been like this but I never noticed? Or could it be a mod that causes this? haha either way its just funny to me! I was following the highway to the edge of the map, and noticed people walking, then they turned into cars and drove off.
