Cura extrusion rate too high

I have decided to try Cura to see if I can get better print quality with a part that I am trying to print. The problem I am having is that the extrusion rate is way too high. If your first layer is smooth but rough/over extruding on second, third and so on layers (even after esteps calibration), change Top/Bottom flow rate. Calibrated my Esteps and reduce Top/Bottom flow rate
